A maturity model is something that shows different levels and you get more mature as you progress through them.

Not sure where I read this, but the goal of a maturity model isn’t to be super perscriptive, but rather to provide a roadmap for people to work towards. You probably shouldn’t invest in chaos testing if you don’t have unit tests, as an example.
