“Shifting Left”, in this context, means pushing security earlier into the development process. It was traditionally much later. This isn’t tenable in a frequently deployed system.
This means getting security involved in design reviews and their voice should be heard in the requirements gathering portions of feature design.
They should design/develop security and compliance guard-rails for the deployment systems to ensure all things going to production hit the bar for security.
