Censorship & moderation are two sides of the same coin (depending on your view).
Censorship has the connotation of state actors, e.g. CSAM prevention.
Moderation has the connotation of happening on behalf of a user, e.g. “block Billy”.
Ties to a company value of subsidiarity.
Ideally, users have tools to keep themselves safe. At the next level, their communities has for tools of safety. Above that, perhaps there’s a notion of “regionality”.
There is likely to be a layered approach in that Subconscious will have different, tighter moderation thresholds as compared to Noosphere.
